- Royal Decree 284/2021, of 20 April, regulating the initial qualification and continuous training of drivers of certain vehicles intended for road transport and amending the Regulations of the Land Transport Planning Act, approved by Royal Decree 1211/1990, of 28 September.
This Royal Decree is intended to regulate the conditions for obtaining the certificate of professional aptitude, which accredits the corresponding initial qualification, and the carrying out of the continuous training courses necessary for the driving of vehicles performing road transport activities and belonging to companies via Spanish public roads established in any Member State of the European Union, for which it is mandatory to hold driving licences of categories C1, C1+E , C +E, D1, D1+E, D or D+E, defined in the General Regulations of Drivers, approved by Royal Decree 818/2009, of 8 May.
Fundamentally, new training content has been incorporated related to efficient fuel handling and vehicle technological advancement, as well as road safety and anticipation of hazards. In addition, the approach of initial and continuous qualification courses has been reorganised so as to take into account, as provided for in the Directive, other training courses carried out by the student in compliance with other Community rules, and the programme has been provided with sufficient flexibility to ensure that there is varied training and which is as adapted as possible to the needs of drivers. Finally, different practical training options have been incorporated into the continuous training courses, giving them a greater appeal to drivers.
